County officials and cannabis operators scramble to keep up with licensing demands

The party got started quickly when California voters passed Proposition 64 in 2016, making recreational cannabis legal as of Jan. 1, 2017, and visions of new revenue had people stoked. Earlier this year, Monterey County officials asked the public to weigh in on how to spend the money – many wanted it spent on social services – raising expectations higher.
